Francois Elvinger

Dr. François Elvinger

Executive Director of the Animal Health Diagnostic Center

Dr. François Elvinger received his doctorate in veterinary medicine in 1983 in Hannover, Germany. After practicing in Germany and Luxembourg, he moved to Florida to complete his Ph.D., specializing in epidemiology and immunology dairy science.

Elvinger then moved to the University of Georgia, where he became a professor and occupied research positions of increasing responsibility. Passionate about veterinary epidemiology and large animal clinical sciences, he accepted a position as coordinator in the Study Design and Statistical Support Laboratory at Virginia Tech, where he subsequently became director of the Veterinary Public Health Program and head of the Department of Population Health Sciences in 2010.

He joined Cornell in 2015 in his current position of executive director of the AHDC and New York State Veterinary Diagnostic Laboratory, as well as associate dean for diagnostic operations and government relations.

Director of Operations and Business

As director of operations and business, Rocky Kambo supports and spearheads the AHDC’s vision, overseeing strategic planning for the organization, the management of its professionals and administering its finances.

After earning a master’s in urban and regional planning from Queen’s University in Canada, Rocky served as director of planning and community development at Cornell Cooperative Extension of Schuyler County. He then moved to the City of Powell, Ohio, where he became the director of development, before joining Cornell and the AHDC in 2021.

With over 15 years of experience in strategic planning, management and organizational operations, Rocky remains passionate about public service, and is continually inspired by the AHDC’s everyday impact on the lives of people in New York, the United States and beyond.
